Synchronising capital cycles with institutional mission cycles

Capital runs on a cycle set elsewhere — budget years, electoral terms, credit conditions. Missions have a cycle of their own: how often equipment must be renewed, how often a levee must be recertified. When the two do not match, capability decays on a schedule, and it decays whether or not anyone intended it to.
The ALIGN framework addresses this through two key operators:
Separates capital from the four fragility cycles — financial, political, capability and civic — so that what is available no longer moves with the budget round, the market or the electoral term. It removes the wrong cadence; it supplies no right one.
Synchronises the decoupled capital with the mission's own cycle — in period (how often the demand recurs), phase (where in that cycle capital must be present) and amplitude (how much per cycle). A system is aligned only when both operators hold.
