Governance Coordination Cost (GCC)

Definition

The aggregate temporal, cognitive, organisational, and financial expenditure required to align institutional action with authorised decision pathways under conditions of oversight, compliance, and liability exposure. GCC = f(A, L, C, E, R, D).

Example

A hospital where every procurement decision requires six sign-offs, three compliance checks, and two committee reviews incurs high GCC—not because governance is wrong, but because coordination architecture has accumulated without subtraction.
