The third failure mode: the mobilisation ratio is computed at deployment — the only moment a single-cycle instrument marks — while the catalytic claim is about cycles. The claim is therefore structurally unfalsifiable in the field's own terms, because catalysis is defined across a boundary the metric does not span.
A mobilisation ratio can be computed to any decimal place and still say nothing about catalysis, because catalysis lives across the cycle boundary the deployment-point metric cannot reach.
