The political-mode instantiation of PSC, for domains where political cycles undermine multi-cycle asset renewal — climate adaptation being the case it is worked through. PSC-C pools operate over 50-100 year horizons with patient disbursement schedules, no extractive returns, and intergenerational recycling. Formerly PSC-G ("Governance Mode"), the name used in the SSRN versions of the climate paper; retired 2026-07-31 because the mode is defined by political fragility and every other letter on that axis names its own cycle (PSC-F financial, PSC-Cap capability, PSC-Civ civic).
