The second failure mode of the perpetual endowment: the regulatory minimum distribution — a figure reverse-engineered from preservation rather than need — becomes the operative maximum, anchoring disbursement to preservation logic rather than to the scale of the problem.
The 5% minimum payout, conceived as a floor below which foundations may not fall, becomes in practice the number most foundations distribute and no more.
