Governance Layer Mapper
Map the four governance layers and their invariants
Pre-Governing: Conventional governance assumes all rules can be changed through governance. Pre-Governing adds a layer above governance that defines what governance is—invariants that survive any governance transition. This protects purpose from drift and capture.
Examples
- •Mission must survive leadership change
- •Beneficiaries cannot be harmed by governance decisions
- •Temporal horizons must exceed political cycles
Modification Rules
Requires constitutional amendment (supermajority + temporal lock)
