The second failure mode of single-use capital: because the grant contains no mechanism to convert a recipient's success into independence, it structurally channels recipients back toward renewal, irrespective of recipient quality or funder intent. Dependency is a property of the instrument, not a behavioural failing.
An excellent grantee can hit every milestone and arrive at the end of a grant with no recovered capital and a continuing need that only another grant can meet — and a grantee that begins generating surplus often finds it counted against them in the next round.
