Capital that funds an activity once and is consumed in the doing, with no mechanism by which the deployed dollar returns to the system that deployed it — regardless of whether the activity created recoverable value. The grant's defining feature, and the root of value leakage, dependency by design, and the deployment-once horizon.
A grant can build a thriving, surplus-generating institution and recover none of the surplus: value creation and capital return are independent, and single-use capital can create immense value while recovering none of it.
