The argumentative structure of the CADA paper. Rather than claiming CADA is a universal solution to PPP failure, the paper claims only that an instrument satisfying the four architectural requirements derived in the prior papers demonstrably exists and is constructable today. This is a narrower and more defensible claim — it shifts the burden of proof by showing that the alternative the literature calls for is not theoretical.
The paper does not argue that every PPP can be replaced by a CADA. It argues that CADA exists — that the post-PPP capital architecture called for in the literature is constructable — and that this existence is itself a contribution to the debate, regardless of CADA's scope limits.
