Institutions fail less often from want of resources than from being badly timed. Capital arrives on a cadence set by budget rounds, electoral terms and reporting periods; the assets and capabilities it is meant to renew have lifetimes of their own; and where the two do not match, decay is deterministic rather than accidental — it proceeds regardless of competence or intent. This paper’s answer is a design discipline: how to read an institution’s temporal structure, where to intervene, and what to check afterwards.
Temporal structures divide into fragility cycles — short, volatile, exogenous to the work — and mission cycles, the periodicities of the work itself: asset lifetimes, capability formation, ecological restoration, cultural transmission.
Mismatch between them takes exactly three forms. Period, where renewal windows are missed. Phase, where capital arrives at the wrong point in the cycle. And amplitude, where the volume per cycle does not meet the requirement. All three have to be satisfied; two out of three is a mismatch.
Γ is the coupling operator — capital inheriting the periodicity of fragility cycles. Δ removes that dependence. Λ synchronises capital to the mission cycle in period, phase and amplitude. And ΛA aligns the authority to commit with the same cycle — because ring-fenced, mission-aligned capital still fails where the power to release it runs on its own cadence.
The third operator is not decoration. Incentive myopia is a failure of neither of the first two: the capital is present and correctly timed, and it goes elsewhere because whoever authorises its release is answerable on a shorter cycle. Two satisfiable conditions cannot generate four independent failure modes, and the catalogue’s closure claim depends on the count matching.
Temporal mismatch does not produce an open-ended variety of pathologies. It produces four — and the structure of the four is the claim.
Collapse-of-commitment is the signature of single-cycle instruments — grants, annual appropriations — where renewal cannot occur whatever the intent, because nothing is left to renew with. State-brittleness is tight coupling to a political or financial cycle, inheriting its volatility wholesale: turnover resets institutional memory, volatility triggers austerity, refinancing imposes repayment pressure during shocks.
⚠️ The number is a claim about this account, not a survey result. The three first-order patterns are closed by construction, because they map one-to-one onto the operators. No competing catalogue was found, which the paper is careful to say is not the same as there being none. A reader with a fourth first-order pattern has a counterexample to the operators— which is the useful form of the objection.

Everything before the method is available elsewhere in the corpus, more precisely stated. The method is not, and it is the reason to keep the paper.
The claim is deliberately narrow. Perennial social capital supplies the instrument, regenerative cycle architecture the temporal physics, alignment capital the operators; what was missing is the design practice that puts them to work on a particular institution — the step between knowing that coupling causes decay and knowing what to change on Monday.
⚠️ Design practices for temporal structure already exist, and this is not one of them restated. The paper is explicit about that, and about what separates it: what the adjacent practices take as their object is different. Saying so is what makes the contribution checkable rather than assertable.
🔴 The paper carries its own erratum, and it matters to anyone holding the SSRN copy. The version posted at SSRN 5820102 was, in error, a working draft. It has no reference list, six citations left as empty parentheses, and several drafting notes that address the author in the second person. Its terminology also predates two settled decisions — it uses Perpetual rather than Perennial Social Capital, and a mode name since retired for conflating the climate and political cases.
All of it is corrected in the rebuild, and none of it bore on the argument — but it bore on whether a reader would get far enough to reach the argument, and a reader holding the earlier document should know which one they have.
