A behavioural-systems theory of enforcement-free compliance—stating the conditions under which it is stable rather than exceptional, through friction differentials, identity coupling, and future-cycle access.
Where it sits. Design principle layer explaining why good architecture must be easy to execute under pressure.
Institutions fail under pressure while staffed by competent, well-intentioned people — and the usual explanation is discipline. The paper’s claim is that people do not fail for want of discipline. They fail because systems force decisions faster than judgment can operate. When pressure, evaluation and consequence all arrive too quickly, good actors optimise for speed over competence, exactly as designed. And enforcement is not the cure — it is a way of raising the rate. The clearest counter-example is a regulator that wrote its own restraint down: in 1976 the US agreed, in advance and in writing, not to punish the aviation safety violations pilots reported themselves.
The word is the paper’s biggest liability, because in institutional discourse “ease” means leniency and lowered standards. It does not mean that here. Ease is architectural rate control: the decoupling of constructive difficulty from extrinsic pressure. The difficulty stays. What gets regulated is the pressure.
The distinction only works if friction is separated into three kinds, because two of them are load-bearing and one is not:

Put as three clauses: difficulty builds capacity, constraint stabilises behaviour, pressure destabilises it. A system that removes all three has lowered its standards. A system that removes only the third has not.
Pressure does not reach the point of action through a single route. It arrives as urgency to act, as evaluation, and as consequence — and each needs its own governor. The three are not a checklist; they are the three channels the theory identifies.
Read the third formula carefully, because it carries the whole difference from enforcement: tomorrow’s access is a function of today’s behaviour, and there is no punitive term. Not participating does not attract a sanction. It simply fails to generate a future opportunity, which is a very different thing to live inside.
Behavioural quality is preserved while Pr ≤ J — the rate at which pressure reaches the point of action stays within judgment capacity, the ability to deliberate, learn and coordinate. High F reduces the urgency to act. High I reduces evaluative threat. High C converts sanction into intertemporal alignment. Run together they hold the left side down.
Enforcement does the opposite by construction. It produces compliance by attaching immediate threat or evaluation to action, which is to say by raising Pr — and sustained pressure is what erodes J. That is why the failure is structural rather than a matter of degree:
The practical consequence is the paper’s sharpest line: enforcement is not evidence of institutional strength. It is evidence of architectural failure. A system that needs it is telling you where its rate control is missing.
The costs below are not arguments against rules. They are the mechanism by which enforcement spends judgment capacity to buy compliance, which is why the trade looks good in the first year and bad in the tenth.
It would be convenient if a very strong friction differential could carry a weak identity coupling. It cannot, and the paper makes that a condition rather than an assertion: the weakest channel sets a floor under the pressure rate that the other two cannot lift. They can improve on the floor — three strong regulators beat one strong and two adequate — but no amount of F or C brings the rate below what the weakest permits.
The sharp case is a channel at zero, which returns the system to unregulated pressure whatever the other two are doing. That is the formal content of “not substitutes”, and it is the same shape as the gate in R*: a zero somewhere is not averaged away.
The stability condition also carries a qualifier worth keeping. It holds for most actors most of the time — which is what an architecture can deliver — not for every actor always, which is not. Bad actors exist inside an architecture of ease and are handled by limiting what they can reach, not by pretending the condition covers them.
Aviation safety reporting. In April 1976 the United States established a national system for reporting safety incidents in which the regulator agreed, in advance and in writing, not to punish what was reported — no civil penalty and no certificate suspension where the violation was inadvertent, not criminal, involved no accident, came from a reporter with a clean five years, and was filed within ten days. The cooperative behaviour that buys is the hardest kind to obtain under threat: reporting your own violation. It has taken 2,321,050 reports in fifty years — about 400 a month at the outset, around 10,094 a month in 2025.
All three regulators are legible in the rule itself. The consequence channel is explicit: the sanction is waived, so not reporting does not create a penalty — it merely fails to generate the protection.
Montessori, analysed as an operating system rather than as pedagogy, combines four properties that rarely co-occur: high intrinsic difficulty, strong embedded constraint, minimal extrinsic pressure, and long horizons at scale. Materials carry correctness in their physical design, so error is discovered rather than announced — constraint without evaluation. Sequencing sits in the environment rather than in a schedule, so progression is gated by capability rather than by time. And participation is continuous rather than episodically assessed, so identity attaches to the work instead of to performance under observation.
Conventional systems reverse all three: difficulty is flattened, constraint is replaced with rules, and pressure is intensified through evaluation. That buys short-term compliance and long-term fragility.
This is not a claim that enforcement is obsolete. It is a theory of when it becomes unnecessary. Ease applies where three conditions hold: tasks require judgment rather than mere compliance, systems operate across multiple cycles, and actors value continuity of participation. Where they do not — one-shot interactions, or harm that is immediate and irreversible — enforcement is damage prevention rather than governance, and remains appropriate.
🔴 The clearest evidence for those scope conditions cuts against the paper, and it is included rather than omitted. A Danish audit experiment found evasion close to zero on income reported by a third party and substantial on self-reported income — and audit-threat letters raised reported income. That is enforcement working on the margin where it is applied.
Two things follow, and the second is the useful one. The result is consistent with this account: third-party reporting is embedded constraint, not enforcement, and it is exactly where evasion vanishes, while the deterrence effect appears where the constraint is absent. And it shows what the framework forbids — the same deterrence gain appearing in a multi-cycle setting, among actors who valued continued participation, would be a result this theory cannot absorb.
